Few careers span the distance between founding a telemedicine startup at 21 and advising the U.S. Department of Defense on procurement modernization. From Singapore Clinics to Pentagon Briefings
Fulcher co-founded RingMD in 2013, a telemedicine platform designed to connect patients with physicians across Asia. The challenge was not simply technical. Large portions of the continent lacked basic healthcare infrastructure, even as mobile connectivity expanded. His team built systems that could function under unreliable bandwidth and inconsistent access conditions. That engineering experience in constrained environments translated directly to his later work in the public sector. In early 2025, Justin Fulcher joined the Department of Defense as a Senior Advisor to the Secretary of Defense, concentrating on acquisition reform and technology adoption. His tenure included work that helped compress software procurement timelines from years down to months, and he participated in international strategic dialogues in the Indo-Pacific region.
A Philosophy Built on Execution
Fulcher has written publicly about his approach to both entrepreneurship and public service. In a LinkedIn article, he summarized his priorities as: “Execution over narrative. His academic background reflects the same seriousness of purpose.
